SCCP Re-evaluates Toluene and Benzophenone-3

The European Commission (EC) is requesting opinions from its Scientific Committee on Consumer Products (SCCP) on benzophenone-3 and toluene.  In 2006, the SCCP stated that a dermal absorption study of benzophenone-3 in concentrations up to 10% was needed to calculate the ingredient's margin of safety under proposed conditions of use.

Products formulated with benzophenone-3 must read "contains oxybenzone" on their product labels due to allergies. Colipa recently applied for a maximum allowed concentration of benzophenone-3; therefore, the SCCP must determine whether the ingredient is safe at the requested levels and and decide if there are any other safety concerns.

Toluene currently is classified as a substance toxic for reproduction. In December 2007, the SCCP found that toluene did not pose a risk to the health of consumers in the amounts used. Since that time, however, concern has risen on the safety of the ingredient in nail products. The ingredient will be re-evaluated.
