SCCP Re-evaluates Toluene and Benzophenone-3

The European Commission (EC) is requesting opinions from its Scientific Committee on Consumer Products (SCCP) on benzophenone-3 and toluene.  In 2006, the SCCP stated that a dermal absorption study of benzophenone-3 in concentrations up to 10% was needed to calculate the ingredient's margin of safety under proposed conditions of use.

Products formulated with benzophenone-3 must read "contains oxybenzone" on their product labels due to allergies. Colipa recently applied for a maximum allowed concentration of benzophenone-3; therefore, the SCCP must determine whether the ingredient is safe at the requested levels and and decide if there are any other safety concerns.

Toluene currently is classified as a substance toxic for reproduction. In December 2007, the SCCP found that toluene did not pose a risk to the health of consumers in the amounts used. Since that time,however, concern has risen on the safety of the ingredient in nail products. The ingredient will be re-evaluated.
